What is an Item Upgrader in Pokemon Go?

Some items have an inherent boo that is less useful when upgraded, like the Goldwrap that gives you additional slots for potion. These are usually upgraded to increase the value of the perfect or nearly perfect item.
Costs
Upgrades are accompanied by a few associated costs. The first is the cost of performing the upgrade. It can be costly and depends on the new ilvl of the item and the number of perks it receives. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the price of the materials required to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords Of Draenor Quests. These items can be found in the inventory of an Upgrade Vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the size of an upgrade. The upgraded item's base stats are calculated by using the item's new ilvl, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, as well as other vital statistics. In some cases, an upgrade can grant additional benefits. These perks are available in a list.
