What is an Item Upgrader in Pokemon Go?

The item upgrade r adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager is a cost of 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.

These secondary boosts can be very valuable and should be taken into consideration when choosing which items to upgrade. Some of these boosts are useful in specific builds (such as Whistan's shield in FB sorcs) while others can provide an enormous amount of value to certain collectors.
Some items have an inherent boo, which is not effective when upgraded, such as the Goldwrap which provides more slots for potion. These are usually upgraded to add value to the perfect or nearly perfect item.
Costs
Upgrades come with a few associated costs. The most significant cost is the upgrade itself. This cost depends on the new level of the item and the amount of perks it gains and is often expensive. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.

You can also add other materials to the upgrade to increase the chance of success. These are displayed in a separate window, above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is displayed directly above the + button in the user interface.
A Blacksmith Blessing, or an upgraded version of it can be used to increase the likelihood of a successful upgrade. This item can be useful if your weapon or piece is nearing or has reached the maximum level of its tier. It allows you to upgrade that piece of gear to the next level without risking breaking.
If an upgrade is unsuccessful the upgrade will be reversed to its previous state. This is often a downgrade, but could also be an upgrade. You should save an upgrade until you reach the maximum level of an item.
There are several items in the Kafra shop that can be used to improve the likelihood of an upgrade succeeding. You can boost your chances of success by upgrading your equipment several times using HD Oridecon and HD Elunium. Failure Rate
